4月17日下午，“Shanghai Unlock——上静申活小课堂”第二场活动，在静安国际会客厅如期举行。本期课程聚焦“外国人永久居留身份证”申领主题，邀请静安区公安分局出入境管理支队陈志菁警官担任主讲，为在场30余名外籍人士带来一场政策清晰、实操性强的专业讲解。
陈警官为大家系统梳理了永居证的申请条件、材料清单、办理流程及常见误区，内容层层递进、条理分明，帮助外籍人士从“知政策”到“会操作”，真正打通申领过程中的关键环节。
在面对面提问环节，外籍人士围绕申领条件、材料准备、办理周期等实际困扰踊跃发言，现场气氛热烈。

What are the provisions for
the verification of income certificates
when applying for permanent residence
while working in the Lingang New Area
of the Free Trade Zone?
在自贸区临港新片区工作申请永久居留时
对工资证明审核有何规定？
Two scenarios apply:
√ For applications recommended by the Administrative Committee of the Lingang New Area of the China (Shanghai) Pilot Free Trade Zone under the "Special Personnel" category, no income certificate is required.
√ For applications under the "Employed Personnel in the Lingang New Area of the Free Trade Zone" category, the applicant must have an annual wage income of no less than four times the average annual wage of urban employees in the previous year for three consecutive years, and meet the specified standard for annual individual income tax payments.
需要分两种情况:
√ 如果按照特殊人员类由中国（上海）自由贸易试验区临港新片区管委会推荐申请的，无需提供工资证明材料；
√ 如果是按照自贸区临港新片区就业人员类申请的，三年内每年工资性年收入不低于上一年度所在地区城镇在岗职工平均工资的四倍，年缴纳个人所得税达到规定标准即可。

永居身份会被取消吗？
No. After obtaining the Five-Star Card, the applicant is still required to reside in China for at least three months each year. Retirement upon reaching the statutory retirement age does not affect the validity of the Five-Star Card.
不会。获取五星卡之后申请人仍需满足每年在华居住至少三个月的要求，申请人达到法定年龄办理退休不影响五星卡的使用。
