I. Applicable Object

Foreigners who have obtained a Notification Letter of Foreigner's Work Permit or a Confirmation Letter for Foreign High-End Talent in accordance with relevant regulations.

    II. Application Procedures

(i) Request Submission

Two weeks before entry, the employer's authorized representative shall contact Shanghai Telecom staff to submit the request. Shanghai Telecom staff will provide on-site service.

    (ii) On-Site Appointment

Shanghai Telecom will arrange an on-site visit. The employer will handle the mobile service package application and real-name registration on behalf of the foreigner. The employer's representative shall sign for confirmation and receive the UIM card, which will remain in a "pre-activated but not yet active" status.

    (iii) QR Code Activation

After entering Shanghai, the foreigner shall scan the activation QR code to activate the mobile number by uploading a passport photo and a personal portrait photo.
