I. Applicable Object

1. The applicant shall be at least 18 years old, in good health, with no criminal record, have a confirmed employer within China, and possess the professional skills or knowledge required for the intended position.

2. Foreign talents applying for a Category A Foreigner's Work Permit in the People's Republic of China (including new applications and renewals) within China.

II. Application Procedures

1. Log in to "Government Online-Offline Shanghai" at https://zwdt.sh.gov.cn/.

2. The organization's authorized representative shall select the appropriate service based on actual needs by clicking "Domestic Application for the Foreigner's Work Permit in the People's Republic of China" or "Extension of the Application for the Foreigner's Work Permit in the People's Republic of China".

3. When completing the basic information, the applying organization shall check "Yes" under the column "Apply for the Shanghai Residence Permit for Overseas Talents" to apply for the permit simultaneously.

4. The approval for the Shanghai Residence Permit for Overseas Talents will be completed within five (5) working days from the date of approval of the Application for the Foreigner's Work Permit in the People's Republic of China.

5. Permit Issuance: The Shanghai Public Security Bureau will uniformly issue the Shanghai Residence Permit for Overseas Talents. For applicants meeting the eligibility requirements, the bureau's document issuance department will complete the process within ten (10) working days.

III. Important Notes

1. No additional materials are required for the application of the Shanghai Residence Permit for Overseas Talents.

2. The applying organization may check the application status under the "Residence Permit (B Permit) Application Inquiry" section.

3. The permit can be received either in person or by mail. For mail delivery, select "Yes" under "Need Mail Delivery" and provide the complete mailing address.

IV. Collection Methods

Upon approval of the application for the Shanghai Residence Permit for Overseas Talents, the system will send a text message notification. Applicants who choose self-collection shall present the SMS notification and the applicant's valid passport to collect the permit within one month starting two weeks after receiving the SMS. If it's collected by an authorized person, the original valid ID of the authorized collector must also be provided. For applicants who choose mail delivery, China Post will dispatch the permit two weeks after the SMS notification.
