I. System Access
1. Channel 1: Access via Government Online-Offline Shanghai (https://zwdt.sh.gov.cn). Upon successful registration, the information will be synchronized with the Service System for Foreigners Working in China (administered by the State Administration of Foreign Experts Affairs).
2. Channel 2: Employers may also conduct registration and record-filing via the National Online Government Service Platform for Human Resources and Social Security of the Ministry of Human Resources and Social Security (https://www.12333.gov.cn). Once registration and record-filing are complete, the data will be synchronized with the Service System for Foreigners Working in China (administered by the State Administration of Foreign Experts Affairs).
Recommended browser: Google Chrome.
If any errors occur, clearing the browser cache and retrying the operation is recommended.
II. Registration Procedure
1. Complete the online registration and provide the employer's information as required.
2. After submitting the employer information and uploading all original documents online, the designated staff member listed in the system must bring the original Employer Registration Information Form and all original and photocopied supporting documents (stamped with the employer's official seal) to the designated acceptance agency for identity verification and in-person registration
(Note: There is no need to wait for system approval after submission. Proceed directly to the acceptance agency for document review).
3. Policy information
For policies, service guidelines, and some sample forms and letters of commitment related to the Foreigner’s Work Permit in the People’s Republic of China, please visit the Shanghai International Talent (https://www.sh-italent.com).
III. Employer Operation Guide
(I) Login and Registration
Channel 1: Enter the website address and switch the department to "Shanghai Talents Work Bureau". Click "Apply Now" under any service item related to the Foreigner’s Work Permit in the People’s Republic of China to enter the Shanghai Foreigner's Work in China Services System. New users shall register and log in to "Government Online-Offline Shanghai" via personal login or the Corporate One Certificate (electronic business license), and complete real-name authentication. Click on "Register" or "Enterprise Information Registration" to proceed.
Channel 2: Enter the website address. On the homepage, click "Login" in the upper-right corner and select "Corporate User" to register. Fill in the required employer information. At the bottom of the form, check the box to confirm "I have read and agree to the User Registration Agreement and Privacy Policy", then click the "Register" button. The registration will be complete upon approval.
(II) Completing Company Information
After logging in to the employer account, click "Register". All information must be filled in truthfully based on the details shown on the employer's official registration documents. In the "Administrative Region of Acceptance" list, select the business acceptance location according to the company's place of registration or office address. If selecting based on the office address, please upload a copy of the lease contract, rental invoice, or property ownership certificate as supplementary documentation. After entering the information, click "Save", and then click "Print Employer Registration Information Form". (It is recommended to export and keep a backup copy. The printed and stamped form must be uploaded as a color electronic attachment under the "Attachments" section of the system.)
(III) Uploading Original Documents
Upload the required attachments as specified.
Note: All attachments must be color scans of the original documents.
Files are considered successfully uploaded only when the system displays "Upload Successful". The required attachments include:
1. Employer Registration Information Form: This form is automatically generated upon completion and must be uploaded with the company's official seal. If authorization is granted to use the seals of the company's foreign affairs or HR departments, a "Seal Authorization Registration Form" must be submitted for record-keeping.
2. Proof of Legal Registration: Business License, Registration Certificate for Private Non-Enterprise Units, Organization Code Certificate, Social Insurance Registration Certificate, Certificate of Registration for Permanent Representative Offices of Foreign Enterprises, or Registration Certificate for Representative Offices of Overseas NGOs, etc. If the organization has a Unified Social Credit Code, provide the relevant certificate.
3. Identification Documents of Department Head and Handler (and Power of Attorney for the Handler): The department head and the designated handler shall be employees of the employer (Relevant supporting documents must be provided).
4. Industry Licensing Documents: If laws or regulations require prior approval by the competent industry authority, the corresponding approval documents shall be submitted.
5. Certificates of Approval from Relevant Authorities: Supporting documents such as the High and New Technology Enterprise Certificate or the Certificate of Regional Headquarters of Multinational Corporations in Shanghai.
6. Power of Attorney from the Employer: If an authorized service agency is entrusted to handle the application, a power of attorney issued by the employer must be submitted, specifying the entrusted agency and the specific matters authorized.
7. Lease Contract, Rental Invoice, or Property Ownership Certificate, and Photos of Office Premises: If the investor of the entity is applying for a work permit, proof of a commercial office space must be provided, including the lease contract, rental invoice, or property ownership certificate, along with photos of the actual office location.
8. Other Documents: Additional documents as required by the acceptance or decision-making authority based on specific needs.
Notes:
(1) For changes to the employer's registration information, relevant supporting documents must be provided and may bear the official seal of the authorized foreign affairs or HR department.
(2) If the employer's office address, economic type, or other key information changes, documents issued by the competent administrative authorities must be provided, such as the Letter of Approval, Business License, Registration Certificate for Private Non-Enterprise Units, Unified Social Credit Code Certificate, or Organization Code Certificate, among other statutory registration certificates.
(3) If the applicant is changed to the Legal Representative or Chief Representative, the updated Business License, Registration Certificate for Private Non-Enterprise Units, Organization Code Certificate, Social Insurance Registration Certificate, or Registration Certificate and Representative Certificate for the Permanent Representative Office of a Foreign Enterprise must be submitted.
(4) After submitting the relevant supporting documents during account registration, the following types of organizations are not required to resubmit the same documents when applying for the Foreigner's Work Permit: Multinational corporations and their regional headquarters in China (recognized by the commerce authorities); Corporate groups (with a Corporate Group Registration Certificate, including both parent and member companies); Central state-owned enterprises and their second-level subsidiaries; Global or regional headquarters of Fortune Global 500 companies; National high-tech enterprises (recognized by science and technology authorities at or above the provincial level); Large-scale enterprises; China's Top 500 Enterprises; Unicorn companies; National SRDI (Specialized, Refined, Differential, and Innovative) "Little Giant" enterprises (recognized by industry and information authorities at or above the provincial level); National Key Laboratories (recognized by science and technology authorities); Enterprise Engineering Research Centers (recognized by development and reform authorities); Engineering Laboratories (recognized by development and reform authorities); Engineering Technology Research Centers (recognized by science and technology authorities); Enterprise Technology Centers (recognized by industry and information authorities); Local Technology Innovation Service Platforms (recognized by science and technology authorities); New-type R&D institutions recognized by the Shanghai authorities (recognized by science and technology authorities); Foreign-invested R&D centers (recognized by commerce authorities); Trade headquarters (recognized by commerce commissions); Private enterprise headquarters (recognized by commerce commissions); Functional platforms for R&D and transformation (recognized by science and technology authorities).
(5) The acceptance or decision-making authority may request the employer to provide other documents demonstrating that the employer meets the basic requirements.
(6) If an authorized service agency is entrusted to handle the application, extension, modification, or cancellation of the Foreigner’s Work Permit in the People’s Republic of China, the employer must provide a power of attorney specifying the entrusted agency, designated person, scope of authorization, as well as the designated person's ID number and contact information. Authorization must be case-specific and person-specific.
(IV) Fill in the Authorized Representative Information
After uploading all required attachments, fill in the authorized representative information. Click the "Submit for Review" button after adding the handler. The handler must be an employee of the employer. The handler's information will only be successfully added to the account once the system displays a "Saved Successfully" message.
(V) Real-Name Registration
After the employer or an authorized service agency submits the organization's information and uploads all original documents online, there is no need to wait for a system response. Please bring all original documents and copies (stamped with the employer's official seal) directly to the service counter for real-name registration. Once the review is approved, the accepting department will not issue further notifications.
(VI) Complete Registration
Once the review is approved, the employer or the authorized service agency may proceed with relevant services. If the review is not approved, they will not be able to access these services.
