Application for Electronic Social Security Card After Receiving the Physical Foreigner's Work Permit
II. Application Procedure
1. For foreigners holding valid physical Foreigner's Work Permits that have not yet expired, the employer may follow the principle of "no change, no replacement" and apply for extension or modification of the existing permit. The new integrated certificate-card procedure will then be applied.
2. Employers may also directly submit the application via the "Reissue Electronic Certificate" function menu on the application portal. After submission and approval by the relevant authority, the employer can register to receive the electronic social security card loaded with the work permit information.
The specific operational steps are as follows:
(1) The employer logs in to the Service System for Foreigners Working in China;
(2) Click on "Reissue Electronic Certificate" on the left side of the application portal, and enter the Work Permit number to query;
(3) Based on the query results, click "Operate" to enter the electronic certificate reissue page;
(4) The system will automatically select the "Reissue Electronic Certificate Only" option;
(5) The employer confirms that the information is accurate, uploads the relevant attachments, submits for review, and waits for approval by the authority.
III. Required Documents:
1. Application Form for Change of the Foreigner’s Work Permit in the People’s Republic of China: To be completed and printed online. The applicant must sign the form, which must then be stamped with the employer's official seal or the seal of the authorized department within the employer's organization, and uploaded to the system.
2. Supporting documents for the requested change.
IV. Approval Timeframes
Pre-Review period: Five working days (based on complete and compliant materials submitted online by the employer).
Review period: Three working days (calculated from the date of acceptance).
